Seminar at Tropical Village National High School Raises Awareness on Legal Rights of Abused, Neglected, and Exploited Learners

On December 6, 2024 a seminar titled “Enhancing Awareness on the Legal Rights of Abused, Neglected, and Exploited Learners” was held at Tropical Village National High School – multipurpose room. The seminar aimed to increase awareness about the legal protections available to children who face abuse, neglect, or exploitation, with an emphasis on educating learners, parents, and educators about their rights and remedies available under the law.

The event began with a Prayer & National Anthem, which was presented via an AVP (audiovisual presentation). It was followed by Adora Laguindanum, Grade – 8 Curriculum Chairperson, who conducted the Presentation of Participants, welcoming the attendees and introducing the key individuals involved in the seminar.

Dr. Mark Airon P. Creus, Principal IV, delivered the Welcome Remarks, highlighting the significance of the topic to be discussed and emphasizing the importance of child safety and protection in the community. He recognized the need for greater awareness about the rights of learners who are vulnerable to abuse, neglect, and exploitation.

The seminar proceeded with a Special Message from Brgy. Councilor Eduardo L. Umali, who underscored the relevance of the day’s discussion. He expressed concern over the rising incidents of child abuse in the community and highlighted the crucial role of the seminar in ensuring the safety and security of children. His message resonated deeply with the participants, reinforcing the seminar’s importance.

Also, Susan C. Sibulo, Head Teacher I, followed with the Statement of Purpose, where she outlined the objectives of the seminar and the significance of increasing awareness about legal protections for children. She provided a comprehensive overview of the seminar’s mechanics and set the stage for the discussions to follow.

The seminar continued with the Introduction of the Speaker by Irene M. Dulay, Teacher III, who introduced Atty. Aaron Anthony S. Labordo, the guest speaker for the event.

Atty. Aaron Anthony S. Labordo then took the stage and delivered a comprehensive and engaging lecture on Republic Act No. 9262, the Anti-Violence Against Women and Children Act (VAWC). The law, which took effect on March 27, 2004, protects women and children from various forms of violence. Atty. Labordo discussed the legal framework surrounding the law, emphasizing the following: types of violence that women and children may experience: physical violence, sexual violence, psychological violence, and economic.

He explained the various remedies available for victims: Protection Orders: These are legal tools to ensure the safety of the victims: PO (Protection Order), BPO (Barangay Protection Order), TPO (Temporary Protection Order), which is issued by the court.

Atty. Labordo also outlined the Procedure for Filing a Criminal Case under the law, providing clarity on how victims can seek justice and protection. He emphasized the role of both the local authorities and the legal system in assisting victims.

After the presentation, the seminar proceeded to an Open Forum, where teachers, students, and parents raised pertinent questions. Several attendees inquired about the practical steps in securing protection orders, the role of schools in preventing abuse, and how to approach legal institutions for support. Atty. Labordo addressed these queries, offering guidance on navigating the legal processes and emphasizing the importance of community involvement in protecting vulnerable learners.

Finally, the seminar concluded with Closing Remarks by Susan C. Sibulo, who expressed her gratitude to the guest speaker and all participants. She reiterated the message that “Safety is everyone’s responsibility”, quoting “Safety has to be everyone’s responsibility… everyone needs to know that they are empowered to speak up if there’s an issue.” – Captain Scott Kelly

The seminar was an enlightening and productive session that brought to the forefront crucial legal issues affecting the safety of learners. It also served as a reminder that protecting children is a shared responsibility of the community, the authorities, and every individual. Through this seminar, participants gained a better understanding of their legal rights and the resources available to them in times of need, empowering them to take action for the protection and welfare of children.
