
The First Quarter School Program Implementation Review and Performance Assessment (SPIRPA) assesses the initial progress of school-based Projects, Programs, and Activities (PPAs) across Key Performance Indicators (KPIs) and Key Result Areas. It enables school leaders to examine the alignment of implementation with planned targets, detect issues early on, and make timely, evidence-based changes. SPIRPA enhances accountability, increases program effectiveness, and ensures that schools stay focused on achieving meaningful outcomes that support DepEd’s str ategic goals by closely reviewing performance data and resource utilization.
DepEd Order No. 026 s. 2022, Implementing Guidelines on the Establishment of School Governance Council aims to recognize the role of school stakeholders, alongside Local government Units (LGUs), as partners in providing learners’ accessible and quality education, upholding children’s rights, and promoting respect and well-being in the learning environment to ensure effective education service delivery. The SGC shall function as a structure for shared governance and a feedback mechanism at the school level.The objectives of the activity are as follows: analyze performance data based on Key Performance Indicators (KPIs) to identify successes and areas requiring improvement; systematically review the implementation status of Projects, Programs to ensure alignment with the planned targets and schedules; and facilitate data-driven decision-making that supports the effective achievement of Key Result Areas (KRAs) and PPAs through timely corrective actions and resource optimization.
On July 29, 2025, Tropical Village National High School successfully conducted its First Quarter School Program Implementation Review and Performance Assessment (SPIRPA) for the School Year 2025-2026. The seminar was held at the school’s audiovisual room, which was prepared to accommodate students, teachers, parents, and community members. The activity commenced at 9:00 AM with an opening prayer and singing of the Makabayan Song through an audiovisual presentation. It was followed by the presentation of the participants facilitated by Mrs. Lea Amon,Head Teacher I. It was followed by the determination of quorum delivered by Mrs. Lina M. Potante, Master Teacher I.

It was followed by welcome remarks given by Dr. Mark Airon P. Creus,Principal IV. In his opening remarks, the Principal emphasized the importance of reflective review to ensure that the school’s goals align with the Department of Education’s standards and mandates. After the welcome remarks, messages of support were given by the Brgy. Chairman, Ryan T. Santor; Brgy. Councilor, Eduardo Umali; and Brgy Councilor, Noel Lacson. Dr. Mark Airon P. Creus began the presentation and discussion with a presentation of the school dashboard.
Teachers and Project Coordinators discussed the ways forward, key findings in the following key results areas and PPAs: School Improvement Plan (SIP), Annual Improvement Plan (AIP), School Partnership, Retention/Completion/Achievement Rate, Phil Iri, Rapid Mathematics Assessment, Elective Classes, Learning Resource Materials, Project PUSO,BMI and School Based Feeding Program, Special Education Program, Madrasah Education Program, Teacher’s Professional Development, School Safety and Protection, School Assessment of Facility and Equipment, School Transparency Board, Qatame Reports and TVNHS Client Satisfaction Measurement, Project SAGIP, ARAL Reading: Project SINuLiD Star and Project SINuLiD Sikap, and ARAL Mathematics: Project SINuLiD Back to Square One. After all the presentations, Mrs. Analyn Cabantac, Teacher I, presented the summary of findings and interventions. Mrs. Mariglo S. Bayot, Head Teacher III, also gave her closing remarks, followed by the closing prayer led by Mrs. Susan C. Sibulo, Head Teacher I.

The activity concluded with a commitment from all participants to maintain transparency, uphold quality standards, and foster a collaborative environment for the continuous development of Tropical Village National High School. The SPIRPA served as a vital mechanism to ensure that the school remains on track toward achieving its academic excellence and holistic development goals for the academic year. Overall, the First Quarter SPIRPA at Tropical Village NHS was a productive and insightful process that laid the groundwork for sustained improvement and success in the upcoming quarters.
